Noted medical administrator and academician Dr. Syed Amin Tabish Sundayresumed duties at the SKIMS as Medical Superintendent and Head of theDepartment of Hospital Administration.Dr Tabish had a service case at the J&K High Court in which theDivision Bench of the High Court dismissed the appeal of the petitioner.In its judgment in the LPA No 19/2016, the Division Bench comprising Chief Justice N P Vasanthakumar and Justice Muhammad Yaqoob Mir upheldthe judgments of the Writ Courtof 20-10-2014 and 17-12-2015 ordering to restore the position of the petitioner substantively held by him.In pursuance to Govt. Order No.30-SIMS of 2016, Dr. Tabish assumed the office on 17 September.Director, Dean, doctors and paramedics of SKIMS welcomed Prof Tabish.Dr. Tabish was appointed MS ofthe SKIMS in 2009 after servingas Head Accident and Emergency Department for around 13 years.After doing his MMBS from GMC Srinagar, he did Post Graduation from AIIMS, post-doctoral fellowship from England, FRCP, FAMS, FACP and doctorate in educational leadership in USA.Dr. Tabish is a medical scientist, academician and researcher with 20 years of professional experience in healthcare, medical education and scientific research. He has 400 research publications and authored half a dozen text books on health policy, planning, management, emergency medicine, medical education. Besides editor of more than a dozen internationalmedical journals Dr Tabish is recipient of 30 international andnational awards for his outstanding contribution to healthcare, medical education and scientific research.Among his academic distinctions are editorships of International Journal of Health Sciences; International Invention Journal of Medicine &Medical Sciences; International Journal of Multidisciplinary Research Academy; Journal of Hospital Administration Canada; Pyrex Journals; HSJ Publications; Public Health Journal, USA; Clinical Journal ofMedicine [American Institute of Science]; Public Health Medicine USA; International Jr of Preventive Medicine Research, USA; among another 20 journals.Dr. Tabish has worked in world-class state of the art universities, educational institutions and large teaching hospitals in UK, USA and Saudi Arabia. He worked as Project Director of two medical colleges and a 750 bedded University hospital and Project adviser of a premier university in Saudi Arabia during 2006-07.He was the first medical scientist from India selected to represent India in The World Health Forum held at Dallas Texas USA in 1998. He was in the panel of three recommended as vice-chancellor of the two premier universities of India during 2014-15. He was offeredDirectorship of International Institute of Health Management& Research Jaipur, Professor ofMedical Education, Taibah University (Madina) Saudi Arabia and Dean/Director Post of Arogyam Medical College & Hospital Roorki during 2013-15.Earlier as MS with then Director Dr. Abdul Hamid Zargar Dr Tabish was instrumental in obtaining Rs. 400 crores for a multi-storey OPD, 200 bedded additional ward block, separate accident and emergency services and advanced trauma center. He played a key role in upgrading and modernizing the Accident and Emergency department at SKIMS and also established a Disaster Management Programme and introduced the unique “level system” concept in the treatment of emergency patients. He significantly contributed in starting M.Sc. Nursing course at SKIMS besides enhancing the number of seats for B.Sc. Nursing. During 2009 and 2010 when theState was passing through most difficult times, he ensuredoptimal functioning of SKIMS hospital for which he was appreciated by all.In 2009/2010 Dr. Tabish was widely appreciated for his role in introducing a 3-shift system as a measure of administrative reform after a period of 20 years. It improved the efficiency and productivity of the staff thereby improving patient care. He also played a major role in the establishment of J&K Nursing Council as the nurses were facing a lot of difficulties for registration with Punjab Nursing Council.Dr Tabish is on the panel of experts for selection of faculty at AIIMS New Delhi, SGPGI, etc besides being an MCI Inspector& Assessor.
